I'm a WDW listener, but a Disneyland regular. Here are my tips on the question about hitting Mermaid and Toy Story, while also getting World of Color tickets.

1) Don't wait at Rope Drop for Toy Story. Wait times at DCA for Toy Story are almost a constant - you are just going to wait 45 minutes. If you wait at rope drop, there are two separate locations and you stand a good chance of getting to the ride after a big group of people from the other line beat you there. You still want to go early, but you don't have to panic. True commandos - who run - may get lucky with the rope drop and get to ride twice with just a short wait, but they've already been waiting at rope drop.

2) Stay at a Disney Hotel. Disney hotel guests can enter DCA 30 minutes early through the Grand Californian hotel. This entrance drops you off right by the fast passes for WoC. There will be a small line there, but you should be able to get through it pretty quickly - before the park opens. Meanwhile, they also open Soarin and Mermaid at that same early hour. (See #3)

3) Ride Soarin and Mermaid before Toy Story. They will be open when you get in. Especially if the park lets you in early or if you are at a Disney hotel, you may be able to ride both of these rides by the time the rope drop starts walking back. You will walk on to Soarin and Mermaid. (Consider riding Soarin twice if you like it, the line will be longer later.) Then, head over to Toy Story. The line may be backed up the Pier, but don't worry, they probably haven't put the full queue in yet, and you will probably have the shortest wait of the day for the ride: 20 - 30 mins.

4) Get World of Color tickets last or pay for tickets. There are better tickets to WoC, but if you go right after the three rides above, you can probably still get a good section. If you want to guarantee a good section, buy the picnic lunch. If you want to guarantee an even better section, do a dinner plan (but the price is pretty steep.)

NOTE: All of this COULD change around June 15th when CarsLand opens. There are rumors that they will start traditional Extra Morning Magic hours for DCA and the crowds will be massive, so I don't know how that will impact Toy Story or WoC. But, CarsLand will certainly be the biggest draw, so this might still work. (It might even take Toy Story longer to fill up... but then you'll have to figure out how to get on Radiator Spring Racers...)
